Michelle Payne, Ph.D., associate professor of political science, was featured on KTVT-CBS 11 to comment on a U.S. Senate proposal that calls for the use of money forfeited by convicted drug kingpin Joaquin “El Chapo” Guzman for border security and the completion of a border wall.

“We do that at the state level, we do that at the municipal level. I don’t know why we couldn’t do that at the federal level. The government is allowed to do that. There are laws allowing for asset forfeiture and this is a case for asset forfeiture,” Payne told CBS 11 reporter Ken Molestina.
